<p>Corey Stewart for Lieutenant Governor and Mark Obenshain for<br />
Attorney General</p>
<p>(Richmond, VA) – “Corey Stewart placed first in the joint Virginia Tea Party Patriots Federation/<br />
Middle Resolution comprehensive Lieutenant Governor candidate vetting process, held on April<br />
26-27,” said Mark Daugherty, Virginia Tea Party Patriots Federation Chairman. “Senator Mark<br />
Obenshain earned first place in the Attorney General candidate vetting competition,” Daugherty<br />
added.</p>
<p>Angie Parker, Executive Director of Middle Resolution PAC, noted, “The Lieutenant Governor race<br />
has been very competitive with a field of excellent candidates. We are pleased that Corey Stewart<br />
demonstrated a strong grasp of the constitutional principles of limited government and individual<br />
liberty during his questioning. Furthermore, Mr. Stewart has a well-organized and well-financed<br />
campaign.” Parker added, “Senator Mark Obenshain delivered an outstanding performance during<br />
his interview. This proven strength, combined with a vigorous statewide campaign, places Mark in a<br />
good position for both the May 18th nominating convention and November 5th general election.”</p>
<p>Over 200 Virginia Tea Party and Middle Resolution members from 31 groups across the state<br />
took part in the vetting session, each completing scorecards based on the candidates’ responses<br />
during live interviews. Identical questions on constitutional principles principles, policy, and<br />
political philosophy were asked of each candidate; candidates were not given questions beforehand.<br />
Campaign viability was also factored into the evaluation.</p>
<p>Participating Tea Party groups and Middle Resolution members will share the knowledge gained<br />
from the two-day vetting process with over 1,000 convention delegates from their respective groups.<br />
These delegates will then support Corey Stewart and Mark Obenshain for Lieutenant Governor and<br />
Attorney General, respectively, at the May 17-18th Republican Nominating Convention in Richmond<br />
where a multiple ballot process will lead to the selection of a Republican nominee for Lieutenant<br />
Governor and a single ballot process will determine the Republican nominee for Attorney General.</p>
<p>The Virginia Tea Party Patriots Federation is a coalition of 46 independent Tea Party and patriot<br />
groups that stand for fiscal responsibility, constitutionally limited government, and free market<br />
principles.</p>
<p>Founded in Richmond, Virginia, Middle Resolution PAC helps elect leaders who are committed to<br />

<p>With lessons drawn from the life of James Madison, this presentation will explain why “American humility” is not an oxymoron, and how Americans today can recover the humility of the American Founding.</p>
<p><b>David J. Bobb </b>is founding director of the Hillsdale College Allan P. Kirby, Jr. Center for Constitutional Studies and Citizenship, in Washington, D.C., and lecturer in politics. Dr. Bobb teaches courses in American politics and political theory to students participating in the Washington-Hillsdale Internship Program. From 2001 to 2010 Dr. Bobb served as director of the Hillsdale College Charles R. and Kathleen K. Hoogland Center for Teacher Excellence, a civic education program for high school teachers. Formerly a research associate at the Boston-based Pioneer Institute for Public Policy Research, he has published reviews and articles in<cite>Perspectives on Political Science</cite>, the <cite>Claremont Review of Books</cite>, the <cite>American Spectator</cite>, the <cite>Washington Times</cite><cite>, and the Boston Herald</cite>.  The recipient of fellowships from the Earhart, Bradley and Pew Foundations, Bobb earned a B.A.,<i>summa cum laude</i>, from Hillsdale College, and a Ph.D. in political science from Boston College.  Contributing editor to<i>The U.S. Constitution: A Reader </i>(Hillsdale College Press, 2012), he is author of the forthcoming book, <i>Humility: An Unlikely Biography of America’s Greatest Virtue</i>(Thomas Nelson).</p>

<blockquote><p>Biography of<br />
Judge Paul M. Spinden</p>
<p>Judge Paul Spinden is associate professor at Liberty University School of Law where he teaches administrative law, contracts, criminal law, and civil procedure. He joined the law school faculty in January 2009 after serving 17 years as a judge on the Missouri Court of Appeals.</p>
<p>While an appellate judge, he authored nearly 1300 opinions involving virtually every aspect of civil and criminal law, including issues of federal and state constitutional law, administrative law, family law, business and contract law, and employment and labor law. He served as the court’s chief judge from 2000-02.</p>
<p>Prior to his appoint to the Court of Appeals by then Missouri Governor John Ashcroft, Judge Spinden served for six years as a Missouri administrative law judge. He presided over hundreds of adjudications involving about 50 state administrative agencies, first with the Missouri Department of Transportation and then with the Missouri Administrative Hearing Commission. While serving as chief of the Administrative Hearing Commission, the agency received the Governor’s special commendation for eliminating a two-year backlog of cases and reducing the average time for decisions from nine months to 27 days.</p>
<p>For three years, he served as chief counsel of the governmental affairs division of the Office of Missouri Attorney General. While assuming a full litigation load himself, he supervised 17 attorneys in representing and advising the Governor and Missouri’s executive branch departments.</p>
<p>For nearly 20 years, Judge Spinden taught constitutional law and business law as an adjunct professor at Westminster College in Fulton, Missouri, at William Jewell College, in Liberty, Missouri, and at Webster University, in Kansas City, Missouri. Recognized for his expertise in administrative law, he authored a chapter in Administrative Law published by The Missouri Bar Association. During his tenure as a judge, the Supreme Court of Missouri called upon Judge Spinden to chair its education program for Missouri’s appellate judges and its commission on judicial resources. <p><strong>House Bill 2048 (Sherwood)</strong><br />
<strong> BENEFITS OF WATER QUALITY PROGRAM CONSOLIDATION AT THE DEPARTMENT OF ENVIRONMENTAL QUALITY</strong></p>
<p><em>∙ This is an Administration bill that would consolidate water quality permitting and planning programs at the Department of Environmental Quality.</em></p>
<p>Separations of power are essential to preserving the rights and freedoms of individuals from those who would seek to consolidate that power for their own gain. Such separations are the only barrier between a free nation and despotism. The same holds true here. Combining all permitting and planning programs at the DEQ breaks down the protections for citizens inherently found in maintaining those programs under another agency, the sole focus of which is not maximum regulation.</p>
<p><em>∙ As amended, this bill WILL NOT affect oversight of the Soil &amp; Water Conservation Districts or staffing of the Soil and Water Conservation Board which would remain with the Department of Conservation and Recreation.</em></p>
<p><em>Nutrient management planning, Resource management planning and administration of the agriculture cost­share program would remain with DCR and the Soil &amp; Water Conservation Board.</em><br />
Why is management of these nutrient trading programs being sent to DEQ when the nutrient management planning portion is already at DCR as set out in § 10.1­104.2.?</p>

<p>Well friends, I&#8217;m very disappointed to say that our local delegate <a href="http://www.facebook.com/pages/Delegate-T-Scott-Garrett/314763785249?group_id=0" data-hovercard="/ajax/hovercard/page.php?id=314763785249&amp;extragetparams=%7B%22group_id%22%3A0%7D">Delegate T Scott Garrett</a> has voted for some awful legislation on the enrivo-tyranny front. I tried for several days to illustrate just how bad this legislation was and it&#8217;s effects. Perhaps I didn&#8217;t do a good enough job, or perhaps I was faulty in not enlisting your lobbying help earlier. Some dandies from this piece of legislation HB 2048. Certainly, some &#8216;misinformation&#8217; from it&#8217;s sponsor didn&#8217;t help, however&#8230;</p>
<p>(originally a 92p bill, substituted in committee for a 49p bill and reported out unanimously &#8211; as if they had a chance to read it)</p>
<p>1. This bill realigns the SWCD&#8217;s under DEQ<br />
2. Codifies rain water runoff (stormwater) as a non-point source pollutant (the very thing Cuccinelli just went to war with the EPA over)<br />
3. Centralizes power with the DEQ<br />
4. Takes control away from duly elected local governments<br />
5. Crushes private property rights, namely:</p>
<p>� 62.1-44.15:60 &lt;<a href="http://lis.virginia.gov/cgi-bin/legp604.exe?000+cod+62.1-44.15C60" rel="nofollow nofollow" target="_blank">http://lis.virginia.gov/cgi-bin/legp604.exe?000+cod+62.1-44.15C60</a>&gt; . Right of entry.</p>
<p>The Department, the VESCP authority, where authorized to enforce this article, or any duly authorized agent of the Department or such VESCP authority may, at reasonable times and under reasonable circumstances, enter any establishment or upon any property, public or private, for the purpose of obtaining information or conducting surveys or investigations necessary in the enforcement of the provisions of this article.</p>
<p>In accordance with a performance bond with surety, cash escrow, letter of credit, any combination thereof, or such other legal arrangement, a VESCP authority may also enter any establishment or upon any property, public or private, for the purpose of initiating or maintaining appropriate actions that are required by the permit conditions associated with a land-disturbing activity when a permittee, after proper notice, has failed to take acceptable action within the time specified.<br />
&#8212;&#8212;<br />
In short, if you as a property owner are told to do something by one of these VESCP authorities<br />
&#8212;&#8212;<br />
&#8220;Virginia Erosion and Sediment Control Program authority&#8221; or &#8220;VESCP authority&#8221; means an authority approved by the Board to operate a Virginia Erosion and Sediment Control Program. An authority may include a state entity, including the Department; a federal entity; a district, county, city, or town; or for linear projects subject to annual standards and specifications, electric, natural gas, and telephone utility companies, interstate and intrastate natural gas pipeline companies, railroad companies, or authorities created pursuant to � 15.2-5102 &lt;<a href="http://www.facebook.com/l.php?u=http%3A%2F%2Flis.virginia.gov%2Fcgi-bin%2Flegp604.exe%3F000%2Bcod%2B15.2-5102&amp;h=AAQG-_GBZ&amp;s=1" rel="nofollow nofollow" target="_blank">http://lis.virginia.gov/cgi-bin/legp604.exe?000+cod+15.2-5102</a>&gt; .<br />
&#8212;&#8212;&#8212;-</p>
<p>And you don’t like it, they can just go on your property and do it whether you like it or not, and they’re protected by law and there’s not a darn thing you can do about it!</p>
<p>This bill still has to go to the senate, and then go through a reconciliation conference &#8211; if it passes the senate (both of our senators voted against the senate version, which unfortunately passed).</p>
<p>I did my best to (literally) beg Scott not to vote for this. Perhaps I&#8217;ll have to find a way to do better next time. I&#8217;m very sorry. We desperately need to fight this.</p>

<p>URGENT!</p>
<p>So what is more valuable to you &#8211; protecting your right to keep and bear arms or the state getting small grants from the federal government?</p>
<p>Well, according to House Majority Leader, Delegate Kirk Cox of Colonial Heights, and a majority of Republicans and Democrats, the money is more important!</p>
<p>This all centers around Delegate Bob Marshall&#8217;s pro-gun bill HB 2430, which would prohibit any state or local government employee from assisting the federal government with enforcement of any federal gun laws or Presidential Executive Orders made after 12/31/12.</p>
<p>Bottom line:  if Congress passes, say, a ban on 30-round magazines, the federal government would have to enforce it completely on their own, with no help from any state or local government employee or agency.  That would put a major damper on enforcement of any such law.  It&#8217;s really simple:  if the feds pass an unconstitutional gun law, they get to enforce it all on their own.</p>
<p>Sounds good, right?  Ah, but, the opponents, like Kirk Cox say, &#8220;What if the feds stop giving our law enforcement grant money and what if our police can&#8217;t participate in federal task forces?&#8221;</p>
<p>Honestly, I could care less about grants and federal task forces.  My freedom and yours is not for sale at any price.  Period.  And absolutely not for some stipend from Uncle Sam.  That stipend, by the way, is our own money being handed back to us as a &#8220;favor.&#8221;</p>
<p>Shamefully, Delegate Cox led the anti-gun fight to have HB 2430 sent to the House Appropriations Committee at this late date with the hopes of killing it.  You know, &#8220;Gee, we wanted to hear that bill in Appropriations, but, darn, we just ran out of time!&#8221;</p>
<p>The choreography began with anti-gun Delegate Toscano, a Democrat, moving to outright kill the bill.  A recorded vote on this motion was taken, giving those who wanted to kill the bill in a more stealthily manner cover by allowing their good vote to be seen.  Here are those who cast an ANTI-GUN VOTE in favor of Toscano&#8217;s motion to outright kill HB 2430:</p>
<p>Albo, BaCote, Brink, Bulova, Carr, Comstock, Dance, Filler-Corn, Herring, Hester, Hodges, Hope, Howell, A.T., James, Keam, Kory, Krupicka, Lewis, Lopez, McClellan, Morrissey, Plum, Scott, J.M., Sickles, Spruill, Surovell, Torian, Toscano, Tyler, Ward, Ware, O., Watts</p>
<p>Toscano&#8217;s motion failed.</p>
<p>The next dance move was by Delegate Kirk Cox, who was so very concerned about losing some droppings from the federal teat, that he made a speech extolling the wonders of sending HB 2430 to the Appropriations committee.  Delegate Putney then made the anti-gun motion to send HB 2430 off to the House Appropriations Committee (to die for lack of attention).  Forget that the bill itself would actually save the state money by not having to pay our police for their time running around with the feds.</p>
<p>On this motion, and not by mistake, only a voice vote was taken, making it difficult to hold the delegates accountable for bad votes.  Delegate Bob Marshall made a motion to get a recorded vote, but could not even garner the necessary 20 votes to do so!  That means we have a bunch of bad votes and we need to hold those who made them accountable come election time THIS NOVEMBER.</p>
<p>To save HB 2430 and to hold those with anti-gun votes accountable, we need to take the following two steps:</p>
<p>ACTION ITEM 1 of 2 &#8211; SEND AN EMAIL TO EVERYONE ON THE HOUSE APPROPRIATIONS COMMITTEE</p>
<p>We need to FLOOD the email boxes of the House Appropriations Committee with thousands of emails, NOW.  We need to tell them to report HB 2430 out of the committee and back to the House Floor.</p>
